Level 30, build by build
Two beta builds did the work. 70170 on 1 October raised the cap to 30, opened three dungeons and halved the bonus XP of dungeon quests. 70291 on 8 October opened the City of Dalaran, cut Penance, Thorns and Retribution Aura back and gave every tester 16 Legacy points. Here is each change with its old and new number, and who says so.

Level 30, and where to spend it
Build 70170 went live on 1 October with the cap at 30. Blizzard's beta plan named 20, then 30, and nothing higher; the beta ends on 21 October.

Level ranges: Blizzard 1 Oct and Blizzard's September dungeon list. sets Excavation Site at 26 and the City of Dalaran at 28; the boss names are the client's kill statistics. Dalaran opened with the Blizzard 8 Oct build. They join Ragefire Chasm, the Hall of Thanes, the Ruins of Lordaeron, Wailing Caverns, the Deadmines, Shadowfang Keep, the Stockade, Blackfathom Deeps, Gnomeregan, Razorfen Kraul and the Scarlet Monastery. Nothing in the client points past 30 for the beta: the level, quest XP and talent-point tables are the same as in 70009 Inferred.

Quest XP: half the bonus
On 1 October Blizzard halved the extra experience that dungeon quests pay on top of a normal quest. Players' QuestBank uploads show exactly how.
The rule the game paysmultiplier after the cut, from the one before
new = 1 + (old − 1) ÷ 2
A ×3.75 quest on a 1,000 XP base, before3,750The same quest now, ×2.3752,375
It hits every quest with a bonus multiplier, dungeon-typed or not. Blizzard 1 Oct
164quests paid what the rule says, within 5%, in quest windows and hand-ins QuestBank users uploaded on build 70170 and later. Four paid something else, and QuestBank now carries the game's own number for them.
Dungeon quest multipliers, before and after
Grey: as Wowhead Forever's quest pages showed them before the cut (read 29 September). Gold: the rule above.
The rule is Blizzard's wording turned into arithmetic; the 164 quests are what makes it more than a reading.
Dungeon kills: about 20% more XP
On 8 October Blizzard raised the experience from killing creatures in dungeons. Aggrend expects dungeons to level about as fast as good questing with both changes in. Blizzard 8 Oct
Party XP: your own level counts
The penalty for killing lower-level enemies used the highest level in the party. It now uses each player's own level, as Classic Era does. Neither change touches quest XP, so the multipliers above stand. Blizzard 8 OctInferred
QuestBank already plans with the cut, quest by quest, and learns the game's own number from every hand-in you upload.
The level-30 build raised what you can hold and what gear costs. 8 October gave crits back their full weight.

Low ranks rebased8 October · each rank at the level where it stops growing
build 70009build 70291
Blizzard smoothed ranks 1 to 5 so each new rank is an upgrade Blizzard 8 Oct. Base and growth per level are the client's; a rank's top is its base plus growth for each level it grows, Classic's rule Inferred. Since 1 October the character sheet also says low ranks get less spell power and fewer talent procs.
Penance, cut backper tick · spell power 0.285 → 0.19 per tick
Rank 1, gold, is the one you can train at 30. Blizzard: it had been paid like a 3-second channel instead of 2, and its mana cost should beat the Heal family's efficiency by a steady margin. Its notes also say healing went up on ranks 2 and 4; next to 70009 the client shows every rank lower, so that rise is measured against the cut Inferred. Blizzard 8 Oct

Paladin Retribution Aura
R17 5R212 8R318 12R424 16R530 20
Gold-edged ranks are trainable by 30. Base damage is the client's; the 6% ratio and the fix that makes Retribution Aura use the paladin's spell power, not that of the party member being hit, are Blizzard 8 Oct. The Forge's Reflect stat already uses the new numbers.
Rage, Warrior and Druid. On 8 October Blizzard fixed how taking damage makes Rage Blizzard 8 Oct:
It was measured against your own health, so more Stamina meant less Rage. It now uses an expected creature's health.
Crits and crushing blows count, and absorbed damage no longer does.
It assumes 20 to 40% armor by level instead of 50%, so most Warriors and Druids should get more Rage from hits.
Demoralizing Shout and Demoralizing Roar now cause threat; the client gave every rank a threat effect.

Items: greens, item levels, three new sets
Blizzard dropped various dungeon quest rewards from rare to uncommon on 8 October without naming them. The client names them.
Excavation Site: Wetlands quest rewards

18 Riverglades rewards lost 1 to 5 item levels and a point or two of stats. That they are Riverglades rewards is read from their names and ID block Inferred.

Truthseeker's Bow from the library now requires level 40. The Desolace Gelkis and Magram quests need 35, and a coming hotfix sets their 16 rewards to 35 too. Blizzard 8 Oct
Edition cosmetics turn white
42 edition cosmetics, the Shen'dorei and Al'Aketh outfits and two tabards, went from epic to common quality, and 12 more, the Veteran Adventurer's outfit among them, from rare to common. What that changes in play is not known.

How we read it
wago.tools · eight client builds→table diff, build by build→tooltip resolver, old and new→Blizzard's notes and players' uploads→this article
Every client number is a row that changed between two of the eight beta builds wago.tools serves for 70009 to 70291: talents, spells, items, sets, achievements, currencies and maps. Tooltips are rendered from each build's own tables by the resolver that writes the Forge's talent text. Item stats are read with the game's item budget. Server hotfixes are not in those tables, which is probably why the Fury and Protection tree rework shows up only in 70291, a week after Blizzard shipped it Inferred.
